Its a website called audiko.net and you can just upload your favorite MP3, cut it, and download it onto your computer in the format for a ringtone. Simply sync the file to your phone via iTunes and voila, you have a great ringtone that you made yourself. Did I mention its free? You can also search for songs that other people have cut so chances are if you want to make a popular song into a ringtone, somebody out there has already done it so you wouldn’t even have to do the cutting yourself!
